Why is he shy with women?

He is a tough guy, he puts psychos away but when it comes to women he is shy, the blond girl had to take the initiative in the motel.

Exactly, he is the opposite of James Bond.

Because he doesn't want to expose himself.

SO Because he's good as crime stopper he has can't be shy timid with beautiful women?

For starters almost every guy even in the highest of levels have some timidity when it comes to beautiful women.
Hero's usually have this trait.

But truthfully. He wasn't just shy with women. He was shy with his partner and the media. You kinda got the sense that's how he was. It just brightens when she acts aggressive on him. You also have to take into consideration he is a law enforcer and was there to protect her. It wouldn't have been appropriate for him to be coming on to their witness.

So independent that he doesn’t feel comfortable becoming vulnerable, which is what you do entering a relationship.

Not if you have the right partner. Yeah, I felt it in the past with previous relationships, but with my current girlfriend I don't feel very vulnerable.

But... I feel like I might have misunderstood your point lol.
