He isn't the bully. He is one of the popular kids at Millie's school. You know when Millie gets a black eye and is walking Fred Savage home from school while the car of kids drives by and honks? I think he's the driver (or at least in the car). Also you can see him when Millie goes on the field trip. You can't even see his face really. :P
