Not David Strathairn..Think it is an uncredited actor playing an official with the D.A. office that fed Walken's character info from time to time.

It's him. There is a profile shot at the end of the screen and it resembles him. His voice is distorted some, but the intonation seems to match up. Plus why would they obscure it unless it was an actor playing another character?

I'm watching Screen Archive's Limited Edition Blu-ray of 'At Close Range' with audio commentary of director James Foley. He confirms it is David Strathairn!! They used him for the scene because the original actor didn't show up that day for shooting.Strathairn then told Foley that he can do it if they just keep his face in the dark!

Great audio commentary too. James Foley also recalls the day when Jack Nicholson called him and recommended Millie Perkins (from Monte Hellman's 'The Shooting and 'Ride In The Whirlwind') to the movie and how she ended up playing Sean Penn's mother.
