There is context in this movie?

Is there any paticular context or symbolisim in the characters like the mouse voting records for dead mice, mouse rights, etc. I am now watching it after many years and there seems to be much more of a context issue that I see with early immigration and corruption in NY (like Gangs of New York.

The mouse collecting votes (Honest John)is based on corrupt politician Boss Tweed.

You got to love this movie for all the layers it has!

Those are my principles, and if you don't like them... well, I have others.

Also Warren T. Rat is based on the infamous anti-immigrant Nativist Bill "the Butcher" Poole.

I have no idea how you reached that conclusion. Warren T. is an exploiter and con artist, not a violent xenophobe.
