I've heard a significant amount of hype about this movie. People saying how disturbing it is. But I honestly don't understand all the hype. The movie just didn't do a whole lot for me. The story line was so scattered and all over the place. I wanted to like it. Honestly, I did. But I didn't. Should I give it another viewing?

If you mean you want to see some sick shit like SAW , hostel , Serbian film , then its not the right place to come.
The "disturbingness" factor is based on the fact that you could be nuked with little to no warning and be either dead or wondering a radioactive wasteland , possibly blind, trying to survive.
That was the disturbing message of the film. Nothing to do with the fx , the actors , the locations , or radioactive skin makeup.
The story could be told using sock puppets , or text, and it would be just as disturbing.
Now that the cold war is over and nuclear oblivion is a lot less likely , the story is a lot less disturbing , because that real threat is less real - you'd have to imagine what it was like back then.

More likely than it's been in some time, in fact, given the current state of the world. And I'm saying that from the perspective of someone who was in those duck-'n'-cover drills as a small child.
I think it’s more plausible such a scenario would result from an accident or computer error. In 1995 there was the Norwegian rocket incident that was a hair’s breadth from causing an unintentional nuclear war.
I agree. I watched this for the first time about a year ago and was utterly disappointed. The subject matter is really interesting but the movie is really dated. It is a product of its time and I can see why people were disturbed back in the day but it just doesn't really work today. For me at least.
