How in the world did Michael think that letter was from Debbie?

I mean seriously she has never given off any vibes that she liked him and it seems as if the only times she hung out with him was when Toni was with them anyway. And at times it seems like she was downright rude to him, how did he come to the conclusion that out of the blue she liked him? I can understand not figuring out it was Toni, since lots of girls secretly love their best friends and they remain clueless as hell but Debbie? That was a long stretch especailly since it is said that she's into older guys/

He did not come to that conclusion out of the blue.

I think you missed two important scenes. The scene where Michael and his buddies are discussing the letter, his dumb friend Roger gives a five-minute dissertation on why he thinks Deborah wrote the letter--which included a theory on why she is rude to him.

Michael winds up falling for it, goes to the party to talk to her about the letter and ask her out and then after it falls apart there is a scene where he says he can't believe he was so stupid that he believed Roger's theory that Debbie wrote it.
