Help looking for movie...

I remember watching a movie when I was a kid, but I only remember little bits and pieces. It's possible this might not even be one movie but multiple, but hopefully it's just one. I watched these scenes when I was 6-years old during the mid-80s so it might be an 80s film or maybe 70s.

For a start, I remember a bad guy who liked to cut off people's fingers and toes with wire cutters. There was also a pool of acid and someone falls into it. There's also a Mad Max-like scene where a guy gets his hands cuffed to a car and his hand gets severed. Finally, there's a scene where someone wakes up in a hospital (I think it's a woman but it's been so long) and it turns out her legs and arms have been severed off but they still keep her alive. I think that happened slowly, like first she wakes up missing a leg, then another leg, then an arm, and so on.

Anyway, if anyone has any ideas, I'd appreciate it!
