Several cast & crew have said making this film was an unpleasant experience. All you have to do is look at the trivia, and put all the pieces together. Starting with the original director, James Signorelli, who filmed some scenes for a couple of weeks before he was fired due to his abrasive attitude. A new director, Jerry Paris, was brought in as a replacement. Some of the original cast, including Bubba Smith, took exception to losing screen time to the new cast members. So much so, that the cast complaints led to production being stopped, so that their issues could be addressed. Julie Brown's role as Mahoney's love interest was significantly reduced in post, and she only found out after the fact, that the whole storyline was dropped, to try to appease those who complained. Hesseman likely had had it with all the on-set dramas behind the scenes, that he wasn't too keen on reliving the experience again. Of course, going by his interviews on YouTube, he doesn't seem to be the most cheery, affable person in real life, so he probably has a low tolerance for putting up with crap.
