Master Blaster in a computer fighting game?

Is there a character like Master Blaster in a fighting from the 1990s?

I think I saw a video where a clip of a character (admittedly it could have been a rip-off of course) where such a combo was used, but it was an obscure fighter and I've not seen it since.

It was Mortal Kombat X and the character is known as "Ferra & Torr"
