i and my roommate have been arguing over this.

Doubtful. B-movies typically don't feature star actors, and at the time Peter Coyote and Dean Stockwell were very well known. Helen Slater was up and coming and I believe Keith Gordon was somewhat well known from the movie Christine. So it's possible that this film didn't have a big budget yet is still not considered a B-movie in this respect.

It was released in the theaters. Most B movies are straight to home videos VHS tapes in those days or DVD these days. Great movie BTW
