I'm fairly certain that this was Peter Jackson's inspiration...I mean, Gorbag even has the high-pitched, raspy voice, and is a commander as well.

I don't know that Jackson is the one who would have designed the prostetic look and mannerisms of a relatively minor character especially. But who knows, maybe.

The same guy who designed the prostetics for Legend also did Lord of the Rings.
