From what I've seen and heard of Brazilian prisons the one portrayed in the movie is extremely unrealistic with the huge, clean, private cell for two.

did you see what it was like in all the other cells? Obviously they had these 2 guys in the one cell because they were trying to get information. Actually it should have been obvious to Raul Julia's character too.
