What is with Billy?

The scene when Peter Vincent was at Jerry's house, Billy was behaving really strangely towards Charlie, anybody know what that was about?

Charlie was causing Billy and Dandridge problems from the start, obviously they wanted him dead.

Billy had that really menacing look on his face when Charlie was snooping around!

Billy is Jerry Dandridge's protector... he knows noone will believe Charlie so he messes with him.. but has to be on his toes.

Billy's first impression of Charley was catching him snooping around his yard. And it just went downhill from there.

Charlie is precisely the kind of nosey parker/trouble maker Billy is there to deal with while his master is sleeping.
