...constantly beat up Gummy if he was working for the Chief?

Well.. maybe Gumme is snorting the stash. but his story could be more of a.. reason for the cops to pull him in.. as Fletch, even in disguise, doesn't know that Gummy is getting his stuff from the cops.. WHEN Gummy gets hauled in is when he gets the shipment for "Fat Sam".. if you remember an earlier conversation about Sam NEVER leaving.. then he has "sh*t"... So Gummy would use the excuse he was pulled in to cover that he's actually the mule for the drug kingpin.

It is to provide cover for Gummy. Think of it as some extra detail to sell the illusion that the cops are after him.

LOL! And, have you ever seen the cops deal with street junkies? Why are they always beating up on Gummy? Because they can!

Because the cops aren't being filmed to be on "Cops". I hate that show. Of course the cops are going to act like choir boys. Set up hidden cameras and we'll see how they really behave.
