I just watched this movie and though I looked real hard at the credits and found -nothing- I still say that Paul L. Smith's voice was -definitely- overdubbed.
This movie was shot in Detroit and used a lot of local Detroit talent. It used Chuck Gaidica as a weatherman (his real job in Detroit) and Jimmie Launce as an announcer (another local celebrity).
I can't prove it by any of the credits, but I swear Paul Lawrence Smith's voice is overdubbed by George Baier who was a sidekick to Steve Dahl (before he left for Chicago radio). George Baier won a "Detroit Gong Show" on Steve Dahl's show and did many comedic/cartoon voices that saved Steve doing all the comedy on his wildly popular drive-time radio show.
One of George Baier's -beloved- vocal characters is "Dick the Bruiser", who is based on the popular Big Time Wrestling wrestler from Saturday afternoon Detroit TV. Paul Smith's character's voice is Dick the Bruiser overdubbed.

When Steve Dahl left for fame and fortune in Chicago (and Howard Stern took over for him for a couple of months) George Baier went to WRIF in Detroit and was paired up with JJ and became part of The (staggeringly popular) Morning Crew. Steve was quite PO'ed that they kept the gig going after he left.
