Where in the eff is Antonio Fargas in this movie?

It's been awhile since I've seen this, but Fargas plays a blind man who - if I remember correctly - is on screen for ONE SHOT. We don't even get a good look at him. He is silhouetted. His one line of dialogue: "What's all that noise?!?" Anyone could have played this. Makes me think that he had a bigger role before scenes were cut. Again, it's been a long time since I've seen this, so perhaps I'm not remembering this precisely.

Is he revealed as blind though? I mean, that would have been the perfect gag.
The bad guy runs off for fear of being caught only for the film to reveal that the guy with the dog was blind.
If that was the gag then its a crime it was cut!
