In 1970, we were still fighting in Vietnam, there was racial tension, and you had the Kent State, Ohio massacre
In 1979, Jimmy Carter was failing as President, you had the Iranian hostage crisis, and gas shortages at the pump, the economy was in a recession
So yes, the 1970s were a mess, pretty much every year
In 1980, we were still dealing with the problems of 1979
In 1989, we had the Berlin Wall come down and Communism was collapsing, so things were looking up. I remember the year well !
If we're talking strictly pop culture then there's room for debate (though for me the 80s wins that in a landslide). If we're talking the culture at large, no contest IMO. 80s all the way. Of course that may vary from country to country.

Characters came from anything b ut merchandise. 80s slid downhill in a huge way. Deja Vu 9 out of 10 times I saw an ad in 80s for a new cartoons
