Doc used the lighting storm which was historically known (the lighting bolt struck and knocked out the City Hall Clock at a known date and exact time). They harnessed the lighting bolt as it struck the clock tower to power the time circuit in the DeLorean.
Yeah, timing that thing to the split second in order to harness the electrical power of the lighting bolt is problematic, but what the hell. It was an entertaining movie.
plus their calculation was wrong since the car didn't start right away and he still hit the mark at the exact right time.
