I think it depends on the episode's writer.
In episodes penned by Leonard Starr, during the first season at least, like "Exodus", "The Spaceship Beneath The Sands" and "Lion-O's Annointment Trial Of Mind Power", Tygra's invisibility was a naturally occurring phenomenon, nothing to do with the whip. Although he never appeared to use the whip when invisible.
It was Peter Lawrence's first episode, "The Time Capsule", which first showed Tygra becoming invisible by the use of his whip. Equally, in "The Trouble With Thunderkittens", Wilykat attempts to use the whip to become invisible, but fails.
Yea, so can he used it or not because i don't think he can used it.

to me, he used whip to become invisible.. every time he wanted to become invisible he would use his whip and then become visible, it would have been cooler if he could use his mind to make himself invisible to others though..
so to me, no he could not use whip while being invisible

To me, that'll always be the way it was. After all, in the first episode he didn't swing it around his body to disappear, he only did that later..I was sure it was just another power of his like his rarely-used exhausting mind-power. I don't take "The Fireballs of Plun-Darr" episode where the whip's drifting away from his body made him reappear seriously.
