It is Noah Hathaway and the original voice of Falkor, David Oppenheimer.
The ad agency Weiden + Kennedy produced the Spotify ad and went over the top to make is as authentic as possible.

There's also embedded videos of the ad itself and a behind-the-scenes video that really shows Noah as he is today and a dignified older Oppenheimer.
I only wish they had gone all the way with this and did a true sequel to The Never Ending Story!
