The dancer at Torchy's is Marine Jahan, who did most of the dancing for Jennifer Beals in Flashdance. She received no credit for it. I've read that (a) she was okay with this, and (b) she was furious about it.
Whatever the case, she *is* given credit in Streets of Fire. I'm glad she was finally acknowledged.
Maybe Marine Jahan was mad because the movie was a hit. I don't recall studios telling who is doubling for someone in movies back then. It's still not a common practice now. You're supposed to believe the actor or actress singing or dancing even if you know they can't. Jennifer Beals was unknown at the time. People thinking it was her dancing probably helped to sell tickets. Marine Jahan's husband at the time, Peter Tramm, was Kevin Bacon's dance body double in the dance scene in the warehouse, in "Footloose". Because she didn't get one in her film ,he demanded a screen credit in his film but audiences didn't notice or care. Ironically the uproar caused when she went to the press about it being her-not Beals- doing the dancing, gave her more publicity than she ever got as a dancer. She was a great dancer yet she has no notable film credits after 'Streets of Fire. It didn't boost her career. Peter Tramm & Jahan eventually divorced. He had a partner Jay Grimes. Sadly Tramm died from complications of AIDS 7 yrs after "Footloose came out.

I suppose the difference is that Jahan was a dance double in Flashdance (not credited) and danced as herself in Streets of Fire (credited).
After I learned she had done most of the dancing for Beals in Flashdance I was curious about her, but I was unable to find any information. So when I saw her name in the Streets of Fire credits I had an, "OMG, that's her!" reaction.
When 'Streets of Fire' was about to be released the producers did a special about the film which was shown on tv on one of the infotainment shows. Today they just call them "the making of the movie". They did a bit on Jahan because of what happened in "Flashdance". She was given a lot of publicity & press as though she were one of the leads. But in the end I think the fuss she made backfired on her. Studios don't like trouble from anyone. If you don't have any power in the industry or a team of people with power behind you no one's going to hire you again. That is... if you appear in a flop. Sadly for her this film flopped big time. But it is a cult classic.

The OP said she was finally given credit for her dancing in SOF, not Flashdance (didn't know it was the same woman btw). She wasn't doubling for anybody in SOF, she was just the dancer at Torchy's, and therefore should've received credit like any other actor/actress/performer. As to whether she wasn't given credit until recently for this, I have no idea, but that's what the OP believes. I've always thought it kind of odd watching the movie that such a butch looking stripper was performing for the biker men at Torchy's. Not exactly what the men there would be looking for. But, it's no more odd than the outfit they chose for Willem Defoe.
If I'm reading the comments correctly ... I think the OP just didn't see her credited on IMDb ,which is somewhat fan based like wikia where we can edit/add information needed. But I always knew it was her but just never knew her importance (i.e. body double for Flashdance) until later on.
Far as your comment about a butch dancer in a biker bar is not unseen and although this movie took everything to a fantasy world ... the biker look and set up was one thing I loved. Wasn't too keen on the mixing of music genres and time from The Sorels seemed more like a group from the 60s (i.e. Four Tops) and were treated as such by the police. While Ellen was on point w/ the 80s Rocker style.
