No and in fact they had to lift her in and out of the ocean with a crane. She could only lay down during lunch and couldn't go to the bathroom. Apparently it took 5 hours to put the tail on.

Yes in that instance of course, I'm not dumb, but in the case of Splash these days they would simply wrap her legs in blue material and let computers do the rest such as was done with Gary Sinise in Forest Gump.
