I've seen another thing EXACTLY like that on an online article about past gadgets awhile back, and figured it was some electronic toy from the late 70's/early 80's.
What was it?
It possibly was a video game gadget from the 80's because I remember playing with games like that when I was in my preteens or as a kid I should say.

It's a game called "Computer Perfection". I think it was made back in 1979. Back then, you would see old games "computerized" like Electronic Battleship. This was the electronic version of "Perfection". I had one as a kid. I also saw it used on an episode of Buck Rogers.
