Did anyone else find a lot of the English dubbing voices very familiar? I'm especially interested in finding out who provided the voice of the professor.

The only voice actor I've been able to identify is Gregory Snegoff (a regular Anime and Euro-cult dubbing voice), who does the voice of the government official who says "Get the Super X in the air!", as well as one of the laser truck drivers, the newcaster on TV, and the pilot who says "I've got him in my sites, look at the size of that thing!".

Hey, the guy who was a voice on ROBOTECH. I didn't recognize his voice.

But one voice I did recognize was Naoko's voice sounded like Rebecca Forstadt, who voiced Lynn Minmei in ROBOTECH.

yeah I'm 100% sure that's Snegoff - he also dubs the government official reading the evacuation order on the big screen TV "this is an emergency alert". Snegoff's voice pops up all over English dubs of Italian movies of the 80's (namely as "Yor" in YOR THE HUNTER FROM THE FUTURE_ and "Ator" in the ATOR movies)... somewhere along the line he made the transition to Anime, so this stands as the one non-Italian, non-Anime movie that I can think of that he dubbed... so no idea where the other voices came from.
