Frankly, I can't say for sure whether there's an alternate cut of the film (it's not unusual for extra scenes to show up in prints that air on television), but trailers are usually put together before the final cut of the film is finished. Therefore, there's often scenes in the trailers that never appear in any version of the film. My best guess is that that clip only appeared in the trailer... since there weren't DVDs with deleted scenes in 1984.
I've never seen a alternate "TV edit" of this film, and I have seen on it TV before.
Like the previous poster points out, it's likely just a scene that was still in the film when the trailer was made, but didn't make the final cut. There are quite a few examples of this (the trailer for "Midnight Run" comes to mind).
