Yeah, I know this is almost ten years old.
Actually we see one of his feet way back at the beginning, so they are not a total surprise this time.
And those aren't his socks on the line. He's lost his shoes and socks while on drugs. But he knows he has to keep his feet covered because they will freak people out far more than the rest of his appearance, so he steals a pair of socks -- the minimum to cover his toes.
