What the hell?

I confess, I downloaded a DVDrip when I watched this for the first time, but then I bought a DVD.

No what I'm confused about is that the version I watched had this whole opening sequence with a text and narration that said "This footage is property of United States Goverment and classified by the Hong Kong cavaliers" and also a sequence filmed with a handheld film camera and it was narrated by Rawhide.

But on this DVD the whole scene is missing and is replaced by a small sequence of text.

The DVD includes both versions of the film. The version you describe is the extended version with Rawhide's narration, and the home video footage of the accident that killed Buckaroo's parents.

But the Theatrical is also on the DVD.

"This disc includes: Original Theatrical Trailer, Interactive Menu Screens and Chapter Selections"

Nope, this ain't the dvd you talk about, didn't even know that there are different versions of the movie.

That's all it has? Fair enough, there might be a difference in Regions.

The Region 1 DVD has the following:

Theatrical Cut (with optional Alternate opening)
Buckaroo Banzai Declassified Documentary
Deleted Scenes Archives
Commentary with W.D. Richter and Earl Mac Rauch
Banzai Institute Archives
Photo Gallery
Pinky Carruthers' Unknown Facts
Teaser Trailer

On a side note, my original post was misleading. Let me rephrase: there's the option of watching the movie with the theatrical opening, or the extended opening. There aren't actually two different cuts of the film present.
