Action Masters

What was the reason for the idea of the Action Masters? I just can't see the point of haveing transformers that don't transform. I know in the comics thete was the Nucleon that made them stronger but cost them ther transforming abilitys. Was this a cost saving plan on making cheaper toys?

If I'm not mistaken, it was an effort by Hasbro to cash-in on the trend of "regular" but well-articulated action figures, which became very popular at the time and meant serious competition for the Transformers toys, whose popularity was, in turn, dwindling. It was a desperate time for the franchise, so there wasn't much to lose by that point.

It was also a great opportunity to re-introduce a number of fan-favorite characters who haven't gotten any toys since the line's beginning.
