In the season 3 episode Tangled Web, Cherie gets in trouble and asks her grandma how she will be punished. Grandma responds by saying "remember the baby dribble wall?" Cherie than screamed. What on earth does baby dribble wall mean? What was the punishment?

You are definitely mis-hearing it. What she says is, "Remember what happened to the baby drubble-wog?"
The drubble-wogs (however they are spelled) were alien characters in Slime Wars in Space. Apparently something particularly nasty must have happened in that scene. Grandma was just trying to scare her; it wasn't a serious punishment.
I'm actually watching this one right now!
