I found it. I knew I saw it within the past year and a half. I had a bunch of Old VHS tapes with Nickelodeon broadcasts on them that I transfered to DVD.
It's called "Good Clean Fun". In part of the scene, Gonzo has a hot dog stand serving Bunsen and Beaker, Serves Beaker an Hot dog in the scene, beaker goes for Gonzo's nose.
Bunsen says, "Oh, my gosh. it's the Piggy Dough girl. Run for it, Beaker".
