Well, it did run for 10 years with 9 seasons and I think they thought they should finsih while it was still good. I think the Frensh loved it, but the show hasn't been shown in Germany because they are afreiad they won't like it and find it offensive
I only started watching it because my girl-friend's mother shouted down the 'phone 'Eet is so funny!' - she was a Parisienne who spent the occupation years in Paris, and her brothers were both in German POW camps, so I figured if it made her laugh it must be good!
Because it had been running for 10 year, some of the actors had either quit or died, and there's a certain amount of how far you can stretch jokes like "listen verry carrfully" and "gudd moaning".

How do you know you are at the peak before the decline starts?
I think some decline is acceptable, provided that the show is still good enough. But it is a good idea to finish before the show jumps the shark in any case.
This show was at its peak basically the whole time before Francesca and Sam left the show. After that, it became a stale, repetitive, dull and quite ridiculous (in a bad way) show. Herr Flick gaining a dumb partner was also a big minus. The new characters were poor replacements for the petite grace and beauty of Maria, and for the comforting hilarity of Hans (there was something comforting about his presence).
The fish-eyed midget-hag and the badly french-speaking police officer (who seems to either be a bad actor, or struggling with the challenge to mispronounce the words while trying to mimic a french accent all the time) are just boring and two-dimensional characters who serve no real purpose and destroy the immersion.
So if you are hinting that the show ended at its peak, I must voice my disagreement in strong terms. This show was at its peak when it was still charming, and especially when the magic of the early 1980s was still shining through. Without charm and magic, it was just another silly and ridiculous sitcom, that could sometimes provide a few laughs here and there, but wasn't really a loss if you missed an episode or ten.
it went on longer than most british comedy series do, and certainly a lot longer than the occupation of france did. i think it was well past it's best when it finished.
