Even though I know it isn't the same person, given the 30 years' difference in movie releases, she makes me think of Atala from The Hunger Games (the black woman who introduces the tributes to the training center).

That's correct. Frankie Hill. She is helping load Jason, who was just killed in part 3, into the van. Jason gives her a scare when his lifeless hand slips out as they are putting him in the van.
