Why didn't all the missiles fire at the end when all the codes had been reached?

Even though the computer was playing tic-tack-toe the numbers had been reached for the weapons to fire?

Which beat the whole point of Mccitrick's (sp?) idea of having the computer launch, instead of humans.

In the scenario at the beginning, if we were under attack, 20% missiles would not have launched. With the computer knowing the missiles were inbound, it would decide not to play and none would launch.

It was learning. He thought he was playing a game; when he realized that Tic Tac Toe was impossible to win with evenly matched players, he waited on the "real" game he was playing to try out a few scenarios and realized that it, too, was a game that couldn't be won, so he stopped playing.
