Does Steve shoot Jerry in the silo when he fails to turn the key? Always wondered this

On a side note, shooting him would have accomplished nothing anyway. The keys in a nuclear silo are situated so that it requires two separate people to turn them. They have to be turned at the same time and they are far enough apart that there is no way only one person can do it.
