DEFCON Level under HUMAN Control

The movie clearly makes the point that the nukes can ONLY be fired if they are at DEFCON 1. Yet the humans are able to control what level they are at!!! All they had to do is lower the DEFCON level?even to level 2?and there would be no crisis!

Wow, did you miss the part where Joshua locked out NORAD? At that point changing DEFCON status would only light up different light bulb on walls, because system wouldn't communicate it to silos.
