Mine is "after very careful consideration, sir, I've come to the conclusion that your new defense system sucks." I've used that at work more times than I remember.

I took it as a reference to the fact that Seattle (like Vancouver) has many beaches, and only an ***hole would grow up there and not put them to use.
Off the top of my head, I just counted nine ocean water beaches in Vancouver. I would find it kind of weird to grow up almost surrounded by water, and not take advantage of it.

That's true, although even with beaches and pools, most people learn some of the rudimentary skills of swimming - at least enough to have fun splashing in the water. Even David probably would have known at least that much about swimming.
But she was talking about swimming a whole mile (maybe more) at night. I don't know if they would have had to contend with currents or anything, but I would think one would have to be a pretty accomplished swimmer to be able to do that. But I could be wrong; I've never tried to do that myself.
I always did find it rather ridiculous that she would even consider swimming such a long distance in the open water. If they'd tried, I'm pretty sure the authorities would have been fishing their bodies out of the water. I just find that one line very humorous.

Watched this today for the first time in decades (1001 things to do, but lousy weather)-during the first alert, one of his aides, Richter (Irving Metzman), runs in yelling “it’s a simulation, we’re not at war!”-General Beringer (Barry Corbin) retorts (I’m paraphrasing) “there’s no running in here-somebody could get hurt”… In a war-room, he’s worried about health & safety?..
I've seen things you people wouldn't believe...
