Not if your opponent is playing correctly. Unless one of you makes a mistake the game will always end in a tie. The second player is always able to block the first player from getting three in a row.

It's all about the corner(s). Whoever controls the corner, gets a 'fork', which means, they can either pressure the other to HAVE to put their mark on a very specific square (therefore forcing a tie), or simply win.
If the second player puts the mark in 'not-corner', then the second player loses, because the second player has only 'one option' (only one line to try), but the first player has two (the fork).
It's very simple, but of course a computer would never make such a mistake, so a computer against itself will never win any more than you against you would. Both know the importance of the corner(s).
