Every characters is corrupt in one wy or another. That's what's great.

While I don't necessarily agree with your order in general, I'd certainly put Penelope and the two black dudes ahead of Todd. Todd was a weasel looking to snake Penelope if he could find an opening.
Penelope was a victim of circumstance and the black dudes knew a stone groove when they saw one.
Well. You might be correct.
Still, Penelope still to flertwith Todd when she was in relationship with Winthorpe. Two black inmates were possibly rapists.
Also, I think Billy Ray was more likeable than Winthorpe III. Winthorpe was too snobish.
Because they were black? We're not all rapists.. You're better than that.
Getting back to Penelope, she was the last of the snobs to drop Winthorpe - for all she knew, the charges against Winthorpe were accurate - he stole money from the club, he was caught with PCP, and she witnessed him kissing a hooker who knew him by name and asked him for *more* drugs.

Todd was law abiding where the two thugs didn't seem to be, but the way he turned his back on Winthorpe when his best friend needed help, and then immediately targeted Winthorpe's fiance makes him a skunk, which is why I put him below the two trouble makers on my list.
Great cast of characters in any case - one of my favorite comedies.
