Buford was supposed to BE the bandit? How? How was he supposed to be in his car with Junior, and in the Trans Am at the same time?

Jackie Gleason loved playing multiple characters in the same movie/show. It would have worked just like in S&TB 2 when he played 3 characters at the same time.

But there's a difference in playing Buford and his two cousins, and playing Buford T. Justice AND the Bandit that he's always been in hot pursuit of.

I agree that it was a dumb idea. No wonder the test audiences were confused and the "Bandit" scenes were reshot with Jerry Reed.
