Whoever designed the cover art/photo obviously didn't watch the movie

Ok, it's got Buford T Justice. That's fine, he's certainly in the movie. And then...well, there's Jerry Reed but from what he's wearing obviously taken from Smokey part II and not this movie. And finally, what I really find curious...a helicopter. There is nary a frame of this movie that features a helicopter even for a nano-second. WTF? How about the Trans Am? Or even a boat from the boat chase part. But no. A helicopter for no particular reason.

Whatever. lol

I agree. I think that was made for the vhs release. The theatrical version was much better as was the soundtrack cover.

Odd that in the theatrical cover neither Reed nor the iconic Trans Am are in the picture given how both are prominently in the film

Probably designed before Jerry Reed was asked at last minute to come in and play Bandit when Burt Reynolds was not available to take the role at last minute either. It was supposed to be Jackie as Bandit and Smokey, playing two characters... or he had a multiple personality or something... so that might explain it.
