Spoiler Alert!! Bandit bored?

I watched all three S&TB movies this past weekend, on Sundance TV. Sadly, the vulgar language and nudity have been edited out by Sundance or I would have recorded them to DVD.

Anyway, I was wondering why Snowman/Bandit just allowed Justice & Junior to take the fish back. What are the terms of his deal with the Enis Family to earn the $250K -- ensure Justice & Junior don't bring the fish back on time, or just to play stall-ball and/or make the quest a living hell? From what I interpret, Snowman/Bandit didn't earn his $250K from the Enis' ... so, why did he let Justice/Junior finish the quest successfully, if it meant that he wouldn't get paid?

Second, how did the Trans-Am not start, but magically started after Justice permitted him a 5-minute head start? Was Junior under the Trans-Am to prevent it from starting properly the entire time?
