All I remember is that it takes place in the US. Some guy is on a telephone pole and sees and ninja die. The ninja tells him where to find the stash of ninja weapons in a cave. Guy inherits ninja powers and revenges the dead ninja.
Something like that. I only saw the movie once and it was like 15 years or more ago.

Nobody on a telephone pole saw the ninja die, he was killed at a golf course.
Plus the character possessed by the dead ninja was a woman.
