I think Frank shoved the dead frog's face into it's own ass. That's what it looked like.

Frank made it look like the frogs were masturbating. He had Pee Wee give them to the lab monitor and PW doesn't see what the frogs are doing. The girl sees them and screams. The teacher notices what is there and thinks PW did this. Frank was pulling a joke on everyone.
