I think the scenes in question were set in Goa which is a highly affluent part of India so it's not surprising that you might see glamorous women and flash cars as much as you might see them in Malibu or Monaco.

it seems to be rapey in India lately. and the women all turn into trolls when they reach the age 18. Sure, you get the Bollywood hotties, but for everyone of the Bollywood hotties, there 1.5 million trolls who smell like slumdogs

As a comment stated, there do exist highly affluent parts of India, and considering both Kamal Khan and Octopussy are wealthy individuals it makes sense they would generally be in luxurious surroundings.
Also, the "blondesque models" reside on an all-female island and work for a criminal organization which teaches them how to fight.
