Where was 'The Crimson Permanent Assurance' filmed?


Does anybody know where the huge metropolitan financial district is that they filmed the scenes for The Crimson Permanent Assurance? Was it New York of Chicago or something? Or was it built entirely from scratch on a sound stage?

In the DVD commentary Terry Gilliam says that it was all filmed on a 'rather small' sound stage, the exception being the shot as the building is 'disembarking' which was shot in London, the building used was Lloyd's of London's Maritime Insurance office building. The buildings around the pirate accountant's building as it is leaving are pictures of buildings in London mounted on boards. The buildings in the city that they enter, which is I think what you're referring to, are 4-5ft high models. The building that they are firing at is another set.
