So what was Happer's plan for the proposed oil refinery?


I couldn't quite make out the dialogue at the end, when Happer was explaining to Mac and Oldsen that he had had a change of heart, and that the beach and adjoining area would make a great location for a "sea and sky" institue, but then he told them something about putting the oil tanks off shore, and said something else about moving something inland. Does anybody have the exact quote of what he said about the refinery? Because it seemed that he hadn't nixed the oil refinery plan completely, just modified it...

Happer suggested an off-shore facility JUST for storage and to move the refinery "nearer the markets."

The reality is a refinery located there would have had rather high costs to ship the refined products to London and Europe as a whole.
