This is probably a better question to ask on Mann's board. I thought I read somewhere that Mann may have briefly mentioned the film in the Masters of Cinema book done on him, but it's been too long for me to remember. Apart from that, I don't think any interviews done with him have broached the topic for literally decades. The stories you mention remain that: stories. I don't even know what to think about them anymore. For all of the stories I've read regarding delays and Mann shunning the film, I see something like someone on a Blu-ray forum mentioning his wife working with Mann on a movie and getting to find out he has a fondness for the movie. I really wish he would comment on the "3-hour cut" story. I can't even remember where that originated from. Maybe Stephane Piter may have mentioned it first but I can't follow through on it as his site has been gutted. Now it's just assumed as fact. It's hard for me to believe, of the scenes we know that have been cut out, that there's 80-or-so minutes of footage that's been excised. I remember the rumor of The Hitcher having a 3-hour cut, but the director actually came on these boards to debunk that.
