Yes, they're lying but they're trying to contact a witness to a horrible negligence by the two doctors. They're not lying to purposefully hurt anyone. Frank earlier wouldn't take the hush money from the church representative saying the woman is in a coma for life, she put her trust in two doctors hands who took her life..and by taking the money no one will know the truth.
