Out of the chair for an extended period dulled his senses. After that failure, he certainly got it together IMO.

I've always been a little confused about this. Before the Reliant opens fire on the Enterprise Kirk does give the order to go to Yellow Alert and then Saavik says, "Energize defense fields"....what are those exactly and why not just raise shields instead?

You can see on the displays what they are. One of them is a protective field around the bridge.

In these original Star Trek movies they always say 'raise shields', but the shields virtually do nothing (see Star Trek II and VI in particular). 😂

Except that all the shots in II were taken when shields were down(on both sides).

Not to mention the Enterprise's shields protected it from V'Ger's disintegration blast in TMP (at least the first blast).

Yep. Exactly that. He blew it. Bigtime. Nearly got his whole crew killed. He's simply getting old, hadn't been in command for some time, and didn't react quickly enough. No great character is infallible. James T. Kirk included. It's how he adjusts for the mistakes he's made, that makes him a great character. Not the idea that he'd never make one to begin with.

Would have been a much shorter movie had Kirk ordered the shields raised- Reliant's volley has little to no effect on the Enterprise, Kirk, assuming a hostile takeover on Reliant, orders the "shields down" code to be used against Reliant, Enterprise disables Reliant's weapons systems and propulsion... game over!

He'd been at a desk job for years. Besides, if he had raised his shields, there would be no movie.

Cause it was a Federation ship. Don't think he really thought for sure that they would attack

When Spock said, "They're emission coils are normal," Kirk should have quickly ordered the shields up. But when Spock said they're locking phasers, it was about two steps too late.

The reason why he didn't order the shields up in the first place may have been due to a state of peace with the Klingons and the Romulans, not to mention being deep within Federation territory. He knew no one was out there in that part of space, and that Chelkov was on board the Reliant.

Khan: 'We are one big, happy fleet'.

Kirk had a whole career of going on gut instincts instead of going by the exact punctuation of Starfleet regulations. He had a moment of arrogance assuming that he was just going to cruise in, solve the problem, then be home in time for dinner and it backfired on him.

Besides, he had no idea of what was going on besides the garbled message from Carol. There was no indication that the Reliant was under any kind of duress at the time.
