This movie is basically what you expect: A mindless slasher film from the very early '80s. But it fails to deliver because the kills lack creativity, the killer is silly and lacks motivation, and the gore is uninspired.
Basically it's a stupid movie.

It was directed by a female - Amy Holden Jones - and written by feminist activist Rita Mae Brown, so it's pretty clearly intended as satire.
Getting made about it being "mindless" is sort of as foolish as getting angry about stupid stuff in 'Army of Darkness': it's sort of the point of the thing.
